Economic and Financial Affairs Council: discussions to agree a general approach to establishing a single resolution mechanism for failing banks; political agreemetn on a revision of the directive on savings taxation; adopt conclusions on eliminating harmful tax competition; a first exchange of views on the Commission’s alert mechanism report for macroeconomic imbalances.

Torsdag 12 december
European Parliament votes on the European Central Bank Rapportera 2012; Directive on fees for bankkonton, provisions for access to and switching accounts.
Foreign Affairs Council: exchange of views on the post-2015 agenda for sustainable development and poverty eradication; discussion on policy coherence for development; briefing by Commission on ‘the agenda for change’, in particular, on joint programming.
Transport, Telecommunications and Energy Council – Energy: will try to reach political agreement on the draft directive on indirect land-use change amending the fuel quality and the renewable energy directives; there will be an update on completing the internal energy single market by 2013 and developing interconnections to European gas and electricity by 2015; there will also be a review of energy relations with countries outside the EU.

Fredag 13 december
European Commission will present a Communication establishing a EU Quality Framework for anticipation of change and restructuring (QFR). This document aims to minimise the social impact of any restructuring processes.
Environment Council – will have an orientation debate on invasive alien species, and; CO2 emissions from sjötransport.
